There are plenty of games for yutes.
The following is much less easily digestible:
Generally speaking you'll want to be careful with Steam though. The dismissive reply aside, the platform is absolutely not child friendly. There are plenty of games aimed at children in appropriate ways, but there are several buttloads of games that are aimed at "younger users" in inappropriate ways. For example there is currently a "Back to School" event, but that also includes a bunch of thinly veiled porn "games". Those Haele softwares are all just collections of jerk off material to satisfy fetishes. Their discussions sections and eviews speak for themselves. The "developer" of them is being exactly as disingenuous as you would expect. A similar problem are anime games of literally all kinds. You should steer clear of any anime game that isn't based on an established non-porn franchise...they also often have some questionable character design, but that's about the worst with them. There are even games that contain "unconsensual relationships with minors" or similar, which is just a euphemism for raping kids/pedophilia. Similarly, the term "cute girls" is applied to girls/women of all ages and is rather code for "♥♥♥♥♥♥♥♥" than anything else.
Like someone else said, searching for "Cozy " games will result in a good number of games suitable for kids under 13. "Casual" games also will have a good number of games suitable for some kids (things like Match 3 games, for example).
Searching for Curators who curate lists of kid-friendly/appropriate games is another way to find them:

Those ^^^ are a few- there are more (and it's often easier to find them by searching "Steam Curators Kid's games/ Games for Kids/ Games for children, than it is to use the in-client Curator discovery system).
Up to you what you want your kid(s) to have access to, so it'll still be up to you to go through and look at genres or themes or content and decide what you think is appropriate.
Set up an account for your kid(s) as their legal guardian, and set up Family View Controls:

The games exist here on Steam, it's just that Steam Search sucks, and if you aren't searching the *right* keywords, you'll get limited or inappropriate results.
