If you can see it on a US beach it's probably safe to be posted.
(I stated a US beach because here in Europe it's not uncommon seeing topless women at the beach or nudist beaches
Example(and it's like 4 years ago and it's still there): https://www.facebook.com/WomenEatingBananasofficial/
Getting ban for being mischievous is too cruel maybe removal and a warning and limited access for a week does it.
Steam also allows adult games within it's platform but it's restricted which means you need to unlock it from your profile to see it, this rule should also apply to artworks and profiles aswell like a tag that only people who unlocked that feature could see them, but you see the problem is that monitoring every profile and artwork takes million years so they just limit you from doing it.
Even though suggestive content is a valid concern. While Steam is a gaming platform, it doesn’t strictly cater to kids—many of its most popular games are for mature audiences. That said, there are minors on the platform, and suggestive content on user profiles could definitely be an issue.
Steam does have content filters and parental controls (like Family View) that let parents restrict what kids can see, but not all parents use them. Unlike Instagram or Facebook(why the example provided is still there then?), which actively remove suggestive content, Steam’s moderation is more hands-off unless something is reported.
The fact that Steam allows adult games but also has younger users creates a bit of a gray area. Ideally, they would have stricter enforcement on profile content, but it mostly depends on user reports.
