If you want all those things, then use all those programs. I don't need or want all that extra junk included in Steam just to bloat it up.
Valve also doesn't want an addon system because they want to keep the program as consistent between users as possible to help find issues with it and so it doesn't open up security holes.
If they ever do make an "addon" system then they need to add a bunch of stuff thats already in Steam to it, so that people can remove a bunch of the junk that they don't need/want. But as mentioned that would make for tracking down bugs harder when everyone has a very different Steam from everyone else.
And absolutely no the addons should NOT cost anything.
Cost would be set by a third party and valve would get the standard 30% cut. This would be up to the add-on developer.
Mods for games are very different then mods for the Steam program itself which people make payments and stuff through.
Valve also already tried "paid mods" for games and there was a HUGE backlash to that. They literally lasted less then a week.

What do you think the backlash would be to "paid addons" for the Steam program itself? One of the biggest problems with paid mods for games was all the people uploading mods they downloaded from some where and getting money for it even if the mod turned out to be a freely downloaded one somewhere else.
Valve doesn't need the money for them, they make billions in profit. And just the act of opening up Steam to allow addon mods is what opens the security holes.
Valve also doesn't have the amount of people it would need to actually check the mods that people would put up to make sure they are safe and that people who are actually uploading them actually made the mods. There are only 350 people that work at Valve and most of them do not work on Steam program stuff. Even with the profits they make, they don't seem inclined to hire more people. 350ish people seems to be what they are happy with for a long time now.
Valve is also not like regular companies there is no one really saying "we hired you for this and thats what you will work on". When someone gets bored with what they are doing, they can literally move their desk to some other part of the building and start working on something that interests them. They are quite strange that way, but it seems to be working well for them.
Again Valve wants their program to be consistent to help track down bugs. What do you think happens to those mods/addons when Valve updates the Steam program itself?
I will tell you.. the same thing that happens when games update, the mods can and frequently break. And till the maker of the mods updates the mods you either can't play the game or have to uninstall the mod to be able to play the game.
Same thing WILL happen to Steam. Steam will update the program, mods will break and people will be forced to either wait to use steam (and there for play any of their games) or uninstall the mods to be able to use steam (and play their games).
And what if a mod you paid for, doesn't update? Then what? After all you paid for it right? You think you should get your money back? Valve has already given the addon maker the money by that point and they have already spent the money they got for it on the bills. So where does that money come from?
If they don't give money back... imagine the HUGE backlash from that... If they do give the money back, all of it comes out of their pocket, meaning for each one they sold they are out more money then they got for their cut.
Are you seeing what the problems are now? It would be a HUGE mess for Valve and would not end well for anyone.
