I hope I explained myself. However, all data relating to the amount of cards obtainable and necessary varies from game to game!!
The seasonal badge for example have up to 20 designs. Each design adding just slightly more detail. A player could display 20 badges in profile if it's not about upgrading.
However the designers have create unique and different look for each badge upgrade and making us want the ability to select the level of badge we wish to showcase. Hopefully Valve can look into it. I feel the chances are small to none because it means fewer badge sales. The system is designed to make people want to upgrade, got bored of the highest level and start all over with another set. Although I wish to have it too, I think there is higher chance for them to introduce a delete option than to allow a badge level selection.
im pretty sure Valve is never gonna fix it...
