For those that do, a spreadsheet with a list of goals one comes up with for oneself works just as well, just like it did in the good ole days.
Unlocking a Steam achievement is no other than the game calling into Steam to do so when the achievement's stated conditions have been met. If the game doesn't do said calling -- it doesn't do said calling. It's fully part of the game; fully up to the developer and not Steam.
Game devs are responsible for adding achievements to their games. If they don't want to for whatever reasons they have, that's their choice.
Because Ubisoft added them to some games, each developer can decide if they want achievements or not so you'd need to ask Ubisoft
Either ask Ubisoft to do that or vote with your wallet. That's all you can.
Go make a post on each of their games and ask them.
I did it already for a few, but that was months ago.
Valhalla has achievements.
Yeah, they were added on the 8th of October. Probably because the community gave so much grief to Ubisoft about it. People were making negative reviews just because of that.
