Imagine that they actually use that dates for statistics and see TONS of people being born on January 1st of different old years. Like... We got it, we're old enough, we don't want to enter the full date every times. It was funny the first times. No more.
A smart 13 years old WILL lie about their age if they really want to see adult stuff. What does it prevent, then? I dunno how laws work but it doesn't sound solid.
Steam can say "We put an age barrier so it's not our responsibility" but realistically, it does not prevent anything. Even the bot captchas are more convincing. lol
Next I bet certain games would want to know your gender identity too... that'll be a fun device.
You were told what it prevents. Some places are sue happy and some will sue people over the drop of a hat (and I don't doubt someone actually has as there has been some really petty lawsuits over the years). There are some people who will set up their account, click the button that you want that says they don't care if their kid sees adult stuff, and then when their kid sees adult stuff will sue Steam over it.
Why do you think there are warnings on stuff like toasters and hair dryers and curling irons to not use them while in water, or don't submerge in water.... its because at some point someone was sued over something that stupid (and lost in court because of it), that a warning message could have prevented the lawsuit.
The warning and having to pick an age is what stops Valve from being sued over and over again and losing in court over and over again.
So if people want to blame anyone for having to do keep doing that, blame idiots out there who sued companies over the dumbest of things that were just common sense or at least should have been common sense.
And no, it doesn't prevent little innocent Johnny or Susie from seeing a bunch of naughty bits. Its only designed to protect Valve from being sued and thats it, because all they have to say is "your honor, the kid lied to get past the age gate." and the case will be dismissed.
Its dumb, but it works. Just like saying "your honor, the waning message was on the toaster to not put it in the water."
