Allow Controller Mapping to Keyboard
It would be great to allow keyboard presses to be passed along as standard Xinput/DirectInput presses.

My use case: having a USB half keyboard-like device with an analog joystick (specifically the Hori Tactical Assault Commander XIV). While Steam will pick up the device as a gamepad, only the joystick itself is the gamepad while all buttons on the device are keyboard. In any game that allows simultaneous gamepad + keyboard and remapping this works fine. If a game cannot handle this however, it causes either UI flipping between keyboard/gamepad styles or is functionally unusable.

Allowing Xinput/DirectInput mapping to keyboard presses would allow these type of devices to be usable in more games, and keyboards in general.
