What makes you believe it'd require anything invasive? Windows has a documented API for initiating shutdown[learn.microsoft.com], which is designed to "allow applications to log off the current user, shut down the system, or lock the workstation".

It doesnt require anything invasive but it leaves vulnerabilities which is the issue, Anything outside the user control or giving the user a false sense of security is a vulnerability, Literally all anyone would have to do is Set a windows auto-shutdown timer based on an estimate of when you think downloads will be finished, But basic math is hard i guess
