Can I assign multiple button controller inputs for one keyboard key?
Earlier, I'm trying to assign inputs for quick use items in a recent action RPG in a way where pressing two different controller buttons simultaneously would use items in certain slots, but it's getting confusing on how to do that. Or it wasn't implemented at all? Is there a way to do that?

You would have to check with each game. Only they can implement controller support and how it functions.

That's the thing. This game doesn't have controller support, so I'm using Steam's virtual controller feature to play. The issue is trying to assign simultaneous button presses (like L1 + Triangle) for a single key input using this method.

So why are you not able to just use the extra command feature to add both keys to one button? Like in the steam game controller settings through steam.

Or are you asking for something else?

I haven't made any in-depth Steam Input configs but I think the feature you're looking for is called "mode shift" and "action set layer".

Basically, make a layer that does what you want when you're holding down that button and then set the button to mode shift to that layer while held.
