the big boys are just cheaters though, this is well known fact as the pro's have been caught cheating, anyone suggestion someone can't play is either a cheater themselves or just doesn't know the game is full of cheating.
either way the cheating exists and the bias abuse of the cheating is seen by even those within casual games.
keep in mind many people cheat in casual and they will try and defend each other to fluff there own ego because they cheat as well. any exposure of cheats could and will likely shatter the self imposed illusion of there own skill level.

Here's a little story, when I was about 11 or 12 I got my first game ban which wasn't from my parents. I had the handheld Munchman game and the top score for the game was 1999 points. I could get to 1998 points nearly every time I played it but that last point to complete the game kept eluding me. For weeks I got so stressed out at the game that I eventually came out in a rash from top to bottom. If I got that stressed out now I'm older I'd probably keel over.
No game is worth getting so stress out at that it makes you bad and it will do in the end if you carry on. I'm genuinely being serious and wouldn't want anyone ending up badly or worse over a stupid game. So please stop getting so stressed over the game, just report anyone you think is cheating and move on and I bet your gaming will improve.
BTW The bloody doctor banned me for a month from playing video games.

For all you know, they did, they just didn't tell anyone they were going to. Why would they not tell anyone they were going to? Because then cheaters would just stay away, or flood it to skew the results.
The only secure environment would be a small network of as near identical PCs that are not connected to the internet, with all their external ports physically blocked so that no USB of any kind could be inserted, no wifi or anything like that, all in individual rooms and check the people as they come in...
But with this you don't get what you are looking for, a random assortment of player skills. The selection is going to be very small and just for the local area of Valve because they won't be able to tell anyone what its about, so finding enough people might be hard.
Doing it over the internet... well you have no idea what the PC specs are, what the internet connection is like, or a bunch of other variables that can really mess up the testing. Also people can connect anything they want to their PCs... including software cheats or even hardware cheats that CAN NOT be picked up by something like VAC or any other anti-cheat program. And yes... there are people who use hardware cheats that even use a second PC.
As pointed out many times... this is expensive when you are dealing with millions of users. Its also impossible to do in many countries because it would be illegal for Valve to ask for a form of ID. In Canada, there are only few places that are allowed to ask me for my ID. Some of them are not even allowed to keep track of that ID unless I do something. For example, a bar. They can ask me for my ID to make sure I am of age because thats what they are forced to do by laws. Unless I start trouble in that part, they are not allowed to keep tack of that ID, which would be used to keep me out of the location if I caused trouble.
Valve, a gaming company, a foreign gaming company, would not be allowed to ask me for a copy of my ID. Even if they were, there is no secure way for them to know if the ID I put in is actually mine because as I already pointed out in my copy and paste...
THEY HAVE NO DATABASE THAT THEY CAN SEARCH BECAUSE NO GOVERNMENT IN THEIR RIGHT MIND WOULD EVER ALLOW THEM TO SEE THAT PRIVATE INFO.
The US has 50 individual states and a few territories... each with their own IDs, there is no US wide ID. Canada has 10 provinces and 3 territories, each with their own IDs and no Canada wide ID.
And no, passports don't count because they are not mandatory to have and are expensive... and again no way for Valve to actually verify it...
There are lots of other countries around the world that would also not allow this to happen. There are lots of other countries around the world that people don't actually have a government ID.
There is no way for Valve to do what you want because of costs and it would also be such a small dataset that it would be useless. Overwatch is better then nothing... though I'm not sure they are using it anymore, I heard that it had ended, I haven't heard of it being brought back. I also heard they were using it to train an AI to spot cheaters... again no idea how thats going.
Invite the highest trusted accounts.
They have the data. They can use it to figure out who they'd want to participate. Or they could just run the test over multiple cities and invite players at random. Either way, it would be a constant evolving and growing data set. Let any player who participated get a medal or something. You'll have no shortage of volunteers. Yes, it would cost Valve money to run the tests but I guarantee some of us would be more than happy to give our time.
I like your ideas for the security though.
Nor are they going to illegally seek collecting personal data internationally because of that.
Steam Awards are also for GAMES, which is the point of the store.
Also varying thread iterations of the same thing is still the same thing, the amount of threads submitted around anti-cheat from one source is already enough.
