can't buy profile backgrounds without purchising the game first

when and why the ♥♥♥♥ this happened? last time I checked you only needed some points to decorate your profile, now if you want that background you have to buy the game first. I literally don't appreciate what you did and it is so sad to see you guys also changing your side to corporation side. what a mood killer, I don't like you anymore Steam

Developers can choose if it just costs points or requires game ownership. Personally I'd prefer if more made it points-only, though I can understand the incentive to buy their product to have access to things related to it.

Contact the Developer of any game that you want a profile for that requires game ownership to consider opening it for everyone.

There are many backgrounds you can purchase without needing the games.
As Mad Scientist said, the developers choose wether or not they want you to own the game.
This is nothing new, you just never encountered it yet.

Static profile backgrounds always require reaching at least 2 hours from that particular game, to keep the market stable. Animated ones can be purchased.

You want them? Buy on the market, simple as that.

It's been that way for a lot of game items since the beginning of the point shop. If you didn't own the game, you usually couldn't buy the items.
