Um...you already can? As far as I'm aware there are no marketable or tradeable mini profiles, they're all on the points shop

If you are on the Desktop Client (dunno if the web browser version does it) you can rest your mouse over someones profile pic and it will bring up their mini profile.
You can buy mini profile backgrounds from the point shop.

yep, you can buy them even tho you don't have the game, unlike BG and emotes.

unless you mean a mini profile bundled in a game profile, no can do. you gotta buy the whole thing.
