It is a suggestion for staff to ask retailers ( 7-Eleven Canad, Petro Canada, Shell and Circle K specifically ) to find out if they want to get the optional steam gift card that is customisable.
I've seen a customisable steam gift card at retailers like Best Buy and Walmart but I don't want to need to travel 60 miles just to save on cardboard.
Retailers supply what they want. No amount of encouragement will sway them to get something they do not want.
Other products at the same retailers have customisable giftcards made by fastcard as well.
Ask the retailer themselves why.
