Sell games in your library
http://www.computerworld.com/article/2505356/it-management/eu-court-rules-resale-of-used-software-licenses-is-legal----even-online.html

In the above link you see a rather old article about the reselling of software license keys in the European law. It is legal to do so, but Steam doesn't seem to support this.

But isn't that rather stupid to do? I can buy second hand Playstation games, I can buy second hand xbox games, I can even trade in games on Greenman Gaming!!! (Sort of different kind of Steam, same concept.) Steams policy does not seem very convenient to us.

Two good reasons to allow second hand sale of games. Steam withholds us our right to resell games and their rivals can already give us that opporunity.

What about this solution:
Steam allows second hand trading, but they ask commision to sell it on the market. They can earn money and the developer also can. We as Steam users would be able to sell games we don't play anymore and purchase new games we would like to play.

To make sure the value of the games stays high enough Steam can put a limit on how many users can own a particular keycode. Lets say:
  • Brand new games
  • Used
  • Worn off

The ''Worn off'' games can' t be sold to others any more, but the ''Brand new'' and the ''Used'' games can. Also, the 2nd hand games won't have card drops.
And you could make a limited time second hand games can be played (50 hours for ''Used'' games and 25 hours for ''Worn off'' games, when a used game reaches 50 hours it becomes a ''Worn off'' and when this reaches 25 it disaappears.). Although this time bound idea wouldn't be that great to

This causes the following: people would still think about purchasing a new game and the value of cards will rise (on which Steam and the developer get commision).

In short:
Make Steam games resellable and let the money that they would miss come from commisions in the market. Keep the price off ''new'' games high by making a system where second hand games ''wear off''. Also, don't give carddrops on second hand games.

Here's what happened on a case that tried to use that old EU ruling you cited in Germany. https://www.rockpapershotgun.com/2014/02/10/german-court-rules-against-rights-to-resell-steam-games/

Interesting, lets just hope Valve indeed does so as the writer says in the end of the article.

Thanks for the reply :)
