This on Steam, due to how users really are and that what's on here is meant for here; to prevent people moaning and complaining they can't use DLCs which are almost entirely if not entirely reliable on the base game being on the account, where the license is tied to an account, dependent on the base games license being on the account.

The store page states the base game is required so no confusion there, not seeing that is on the user. Consoles and Epic Store don't treat their userbase like children. It's simply a license to use that DLC if you end up getting the game at some point. Besides, you can buy DLC without owning the base game on Steam but you can't add these free licenses to your account.
I'm unsure if this one is since part 2 is released tomorrow, what happens to part 1? Plenty of DLCs in the past have been time-limited free and not available without the base game.
My argument here is if there is a paid DLC that is time-limited free, its license should be available to acquire regardless if you own the base game. You can make the case that always-free DLCs should be exempt from this so that it doesn't clutter Steam accounts and Steam's network if people try to acquire every Steam game's always-free DLC.
Secondly the developers, publishers are the ones who decide if dlc is available without owning the base game because they manage their product on Steam and the store page literally states you require the base game.
And finally you have a solution - Epic.
I think you answer your first question with your final statement. Participating in a time-limited event just means clicking Get or Install on a temporarily free DLC. It doesn't mean actually playing the game, so it's not impossible to "participate in a time limited event" in this case.
The developers have clearly shown they don't mind having their users acquire the DLC even if they don't own the base game as that is possible for Dying Light 2's event DLC on all platforms the game sells on except Steam. I came here knowing the band-aid solution, however as this is a suggestion thread, it is to attempt to get this platform on the same footing in that regard as other platforms. Many others think so too. Now it's just a matter of Valve deciding if it's worth allowing it. If Valve already allows it and this is due to the developer, I'd like to hear about that.
Buy the base game, problem solved.
Secondly again, developers, publishers manage their products on Steam and it is they who impose the restriction, or allow free dlc without owning the base game.
And finally Valve do not need to get on the same footing as other PC store/clients, it is those others who need to catch up to Steam, after all Epic is losing money.
