They are already banned from uploading content to game hubs if they have a VAC ban in that game.

So. Suppose your account gets hijacked and it is used to cheat. As per this suggestion, you can't post anymore.

If a person gets a vac ban then they are punished accordingly, some do make a legit mistake or have a lapse in judgement and then regret it when they get a ban, allowing them to partake in the system still may encourage them to not cheat again ( i know big if), now if they get caught cheating multiple times then restrict them more would be the way forward. That's my opinion only though.

I just believe in second chances, but only if they earn that second chance.
