Custom Animated Avatars + General Level System Improvements

i see discord nitro users with gif avatars all the time, never seen one that's nsfw. this could be done, and i'd really wish it would be done. it'd probably be best to have it restricted to level 30+ and then maybe it costs some points in the point shop
(since nsfw is against community tos, alot less people would be inclined to have their account community banned if it requires a high level)

not only that, but theres alot that could be added to steam profiles based on the level system
especially more customization/personalization options, custom color themes, custom css, custom profile layout, and maybe even profile music from games

(higher level = less likely to do against tos stuff with it, just have the punishment harsh and i guarantee people wont do dumb stuff like a 3+ month community ban)

Levels mean nothing.

It would take away from the animated avatars in the points shop, so I don't see it happening, honestly.
