But anyway the age check is done by adding an card id on the web site , card linked to the user profile. This is how it's been done on china.
The question by extend could be : are we ready to put our id card data on this kind of site just for buying and playing game. I am not so sur.
I remember , 10 years back when i've decided to bought me a new comp,i've choosen a french company to build me a "monster pc". I was ready but they asked me a copy of my passport .... wtf ,why do they need a copy of my passport for buying a comp when they allready have my credit card number.
The result was that i never bought this dream computer at their store ...

Anyway it won't change the subject about "how can we get proper age verification" ...
The only reason that have an ID system is because Valve doesn't maintain that client, Perfect World does. That was the point of that screenshot since you doubted that it wasn't maintained by Valve.
So, to recap, the only Steam client that has an ID system is one that is restricted to a specific region and not maintained by Valve.
Perfect world maintain the web not the client and no where you can read that the client is not maintain by steam.
The id card is not use under the steam client but on the web site and all this is part of the account.

Even if the client is maintain by perfect world, the correct solution to get a proper age verification allready exist by linking card id to steam account and have nothing to do with the steam client itself as it's done on account level :

It's done on the web site not under the client ...Really tired of this bs without any proper evidence of whatever you are saying , if you have some interresting things, link it, else ...The screenshot i've linked before was the steamchina client
