If a game has DRM that's because the developers of that game provided a version with DRM to Steam. Valve isn't going to reverse engineer every game and pull the DRM out.
Nor are they legally allowed to.
Game devs are allowed to provide you with DRM free copies of games they make. It's not mandatory to require Steam for the game to be played.
Most just don't though.

Because the developers who do release on GOG agree to their game being drm free.
One has to keep in mind that GOG and Valve are perfectly allowed to run their stores differently.
GoG has an agreement where its somewhat forced on the dev's to be DRM if its on their store. Its also why GoG doesn't have many popular games, why many publishers won't release on GoG, and why other developers will only release their games on GoG nearly a decade after they release on Steam to prevent piracy
So you want 95% of the games pulled off steam or releases delayed 8 years? Because that is what happens on GoG because of the lack of DRM....
