Basically you have 4 ways games handle languages:
1 - The game has everything packed in it and you can choose the language directly in game without having to download anything (that's the case for Ori and the will of the wisps for example)
2 - The game allow you to download the language pack individually as a DLC (that's the case for Helldivers 2 for example) this is what is the closest to what i want but it's not ideal since the language pack get mixed up with the actual paid DLC content
3 - The Game has everything packed in it and you can choose the language in the general section of the properties for this game in Steam and you don't have to download anything (that's the case for No Man's Sky for exemple)
4 - You can choose the language of the game in the general section of the properties for this game in Steam and this game has some language pack so Steam downloads the pack of the language you choose and delete the previous one (That's the case for Destiny 2 for exemple).
And it's in this last case that my suggestion applies since that's completely up to steam to make their own implementation of language pack be more convenient!
