Literally just show it to me but hide the buy button.
I hear about a game so I search it up and steam goes "Nuhuh you cant look this XDD" its infuriating.

Im not even allowed to see a games reviews because I cant buy it?
Theres dozens of alternative legal ways to obtain a game without buying it directly on steam.
And again they did this for games but not their DLC which just makes the entire thing double annoying and confusing.
Also have you tried using a webbrowser search engine?
Your not limited to using Steam to find reviews for a game.
Not to mention it creates a lot of 'I'm trying to buy this but I cannot' confusion.
That's a different thing. IMO reviews should be visible regardless of the game being out for sale or not.

Then what about the store pages for the games that were removed?
You can still view them without buying
And for removed games, some users may have bought the game before the removal so links to the page are still there for them.

But I highly doubt that blocking the entire community tab is necessary.

they could add a pop up that explains it is not available to purchase and still let you see it
This isn't a consumer issue. It's an implementation issue. And the issue is you don't like the implementation, but that doesn't mean there's anything wrong with it.
If its not allowed then ANY references to it are often required to be blocked. The governments if they don't allow the game don't want to allow discussion of the game. The entire community hub is blocked because that includes guides, screenshots, etc which can include the blocked content.
The potential risk of the forums which can violate the countries laws isn't worth it, there are other avenues like discord and other places you can find to discuss the games.
