Idea : Hardware check and Crash API support

Almost in every game forum, there are users asking for help. Not everyone is IT literate.

Hardware check
- When buying a new game, a message prompt "your system does not match minimal requirement, ok to proceed?"

Crash API support
- A new page [Error troubleshoot] page in addition to [Screenshot] [Artwork].
Whenever a program fails to run, steam can capture that error message and refer user to the page. It can be a new submission, or showing existing ones with similar error message. Experienced users can visit to input solutions and getting awards. Developers can visit the page to patch issues.

How does that hardware check work with games that have system requirements like this? Or just list nothing but the OS?
