A game Trading and resell Market
I think it would be interesting to have a marketplace specifically for selling games no longer played by to someone else.
Obviously there are a few problems with the suggestion.

1. Loss of sales.
Solution - Doing a sale of one of my games but at a maximum resell value of up to 25% of paid price (The price I paid for it). Also, Steam keeps 5%, this allows a small enough increase in revenue, but also doesn't cost Steam anything. I don't play the game anymore, I don't want to permanently remove it, I did pay for it, I should be allowed to sell something I own.

2. Account security and Scamming.
Solution - Implement a True Identity Verification Process. In order to resell or trade games, a person should have to prove their Identity as the sole creator of the account by providing Government Identification ; be it drivers License or Government Issued Identification Card (I.D), along with 6 live photographs of the person holding the proof next to their face, so that both the proof and the person are clearly visible. There is software out there that also records between photographs. One must also have a phone number linked for verification purposes, and should be checked that it is a number from a real provider and not from VOIP.
Solution #1.1 - In order to really protect ones account from hackers, thieves and all other garbage, there needs to be reviews and application processes. This helps to prevent someone else from hacking my account to sell my things to anyone or themselves.

3. Licensing Issues.
Solution - Still working on one.

This is brought up every week in this forum. What was so wrong with all the other threads that you had to make a new one just to repeat the same old nonsense?

And yes, both of your suggestions are old and have been discussed to death.

You don't have the right to sell your limited license. A company will never give you that right.

They spent decades trying to destroy the second hand physical market. They aren't going to let it come to the digital market.

You don't own any games, you only own a non-transferable license for personal use so you have nothing to sell and you agreed to it upon purchase.

It's been repeated a million times why this will never be a thing and even if it did, things would only get worse as devs would change into live service, subscription, always online, microtransaction hell, draconian DRM sales model.

I don't read threads because it is too time consuming. I would rather ask a question and get a direct answer. The tone of your answer was a little ignorant, to put it politely.

From one of the other threads thats been posted... And yes, sell/trade pretty much the same thing because we know people will sell games to other people and then "trade" them...

Do you like not having DRM on at least some games?
Do you like it when they take the DRM off games after a certain period of time?
Do you like not having invasive DRM you can't uninstall unless you format everything?
Do you like not having 1000 different game launchers/updaters?
Do you like not having to have a subscription you pay every month to play a game?

If you like all that stuff.... then you don't want to be able to sell your digital games because all that will be taken away.

If this forum had one topic per subject there'd be like six non-troll threads tops.

"I want to delete my virtual stickers", "I want to sell a game that doesn't belong to me", "moderators should be forced to do what I want them to", "I want to stay on the version of the game before the bugs were fixed", "I want to force game developers to give me money", and "I clicked the button that indicates I want to view porn and now Steam is showing me porn???"

I might be missing a few, but that's what I can think of right now.

Thats because there is literally hundreds of these kinds of threads, all with the same kinds of answers that people don't bother to search for and read, thats why the tone of their post is like that....

4. You're asking a store to allow you to sell its own products to customers in that store while undercutting their prices and taking the money for yourself. Not gonna happen.

And where do the dev/pubs get paid?
They're the ones losing out on a sale after all. Not so much steam. and in both cases both parties make more from selling a brand new version to someo as opposed to letting you resell.

See this is why dev/pubs do not like this uidea. It screws THEM , the people whio actually invested in the game out of the revenue.

If a dev wants to sell their game at 75% off they can.

Which brings the third problemm. Which magnifies the first two.

Namely, you specifically said. What YOU paid for it.

If you bought the game at 60% duiscount,. then selling it at 25% of your paid price would basically amount to the original being sold at a discount, of a discount.
Which again maks Valve considerably less money than even the discounted sale.

That made more sense than I was expecting to find. Thanks for the answer. It gave me a different perspective.

So Steam losing 25% of their revenue over a store listed and priced game license isn't 'costing Steam anything'?

Someone buys a Store sold CoD copy at $60. Steam gets $16
Someone buys a second hand CoD copy at $15. Steam gets $0.75

You're also not accounting the developer and their share for that sale.

Buy games where they are worth way less and then move and resell these games for profit. People already do this in MMOs with gold.

Which is why such a thing will never happen. Account theft/selling is also a thing/problem.

In a sane world something like BankID could work for #2. The problem is that people still give out their info willingly might I add.

And then there are simply too many humans alive for it to work and be automated in some form. AI is not AI but just a bunch of ifs and thens. Even "AI" can be fooled and reprogrammed.

Even with BankID you still need someone real behind the counter and even they make mistakes or become malicious. People are gonna people as they say. And with 3rd party being the majority anything goes more or less.

Then why should anyone bother to read your thread? You are not any more important, nor have any better ideas than the dozens who spammed this exact topic before you.

There is no incentive for either Valve nor developers to permit second hand trading of digital assets. If you want that, go buy into the scam that is NFTs and Crypto.

In the mean time, take some time to educate yourself on the topic by reading all those other exact same suggestions:

Searching is key! Before you post a question, use the forum search feature to determine whether your topic has already been covered.
