I think you overestimate Valve's concern with people getting free stuff if you think they need or want you to collect it up and distribute it for them.
I'll give you an example, recently Content Warning game was given away, and before I found out that the game is now given away for free, there were 4 hours left before the end of the giveaway, and friends simply either could not because of work, or simply some simply forgot to add the game.
And yes, Valve doesn't owe anything, it's just my suggestion. For temporary (or not temporary free games) add a button to give away the game.
Not many people need it, but it would be nice to have that option available to the user.
If the game is temporarily free. Like a free weekend you can just point them to the store page. If it is a lim ited time giveaway, then the degvs would rather prefer the same approach and such things are usually rewards for thoseb who engage with their social media.
So what purpose is this feature supposed to fill?
Anyway, it would have to if ever be added, allow you to opt-in by choice and be able to reject it just like a steam gift. Though I doubt they'd go for that when people could just redeem on the mobile app.
And so, directly this feature is not useful, it can only be for little things (maybe if there was an error with adding to the library or the internet doesn't allow it). And about the promotions, I agree that it's a reward for users who definitely managed to pick up the game, but there just might be cases where a person would like to add a game but can't for various reasons, and a user can help such a person by simply donating a game that is being given away and that they want to add.

you can't gift Steam Games outside of Steam Platform at all.
I already mentioned in the first post the recent Content Warning project that was given away until April 2, and I'm mostly talking about those games that are temporarily given away for free but can be gifted to a friend.
But yeah, I was giving an example of free projects too (which will always be free anyway), but I thought about it and realized it was useless, but it would just be nice to have even such a useless feature.
But the main thing is that temporary free projects can be gifted.
People would collect multiple copies of the free giveaway games and try to make profit from them, especially against those people who don't realise that the game had been given away temporarily for free.
And so, thank you gentlemen for such a discussion about the distribution of such games. I will think about other ideas and I will be glad if we can discuss about these ideas.
