Disable age checks for store listings when you have that info about the user
The Steam store still displays the age check captive page before you open a listing for a game considered mature, even if the user (me) has enabled all mature store categories in "Store preferences" and has indicated their birth date when they created the account. It's just another hurdle between the Steam user and a quick purchase (it's really a conversion issue).

International privacy laws require Steam to ask your age and those same laws also prevent Steam from saving your age/birthday.
I believe the biggest reasoning for this is because someone who is underage might get on your PC and use it to browse things that they're not suitable to view as of yet. This could potentially get Steam in trouble if found out, so they're sort of forced to have it ask for age verification every time because of it.
