The system requirement area is a pure text box and, as you can see, the developers can write what ever they like on it.
Odds are, unless the system requirements point out a specific technology you need (like AVX2) and your processor doesn't have it, you can run the game, regardless of what the system requirements text says.
For example if you need 16GB but have 8GB, it can likely work if the game doesn't need an SSD, however, if you have very low storage space remaining any written data could cause critically low resources resulting in terrible performance, crashes, or BSODs. That is just one thing it can't take into account, let alone others.
Best to just be aware of where ones system is vs min/rec specs, and if someone still has 8GB it's time to have at least 16GBs though these days I recommend 24-32GBs of RAM.
