Are you buying every bundle possible to hit the limit?
While I buy bundles here and there, it's very rare that I hit the limit. And I doubt I would hit the new limit that often.
If you're going to activate that many keys then pace yourself. It's not like the keys expire in a matter of minutes.

If you're using SteamDB to add everything (why the hell would anyone add every demo and prologue?), why not use their browser extension to auto add the stuff, since it can auto retry (once they updated the logic to the new rate)?
