Cabled connection (Rift Link) Issues when using Steam VR - Quest 3

I bought the Quest 3 to play PCVR with high quality using a cable. Each time I log into Steam VR and game, Steam VR does not close down correctly and I cannot access Rift Link (Black Screen) or I can but Steam VR remains open and unresponsive or will not open. Anyone had this issue?
