Set as desktop wallpaper

Allow steam to set animated profile background as desktop wallpaper with animation.

There are programs that could do that, but why the need to run multiple programs in background. Steam is always running, so it's good for the end user if it can perform the task. It can also benefit steam card collectors with lots of crafted backgrounds.

Unless Microsoft makes changes to Windows, then you need a program to enable animated backgrounds, so with your idea it would just be Steam acting as that program

Also as far as I'm aware it also would not work well on Linux, since Animated wallpapers is something specific to the Desktop Environment or Window manager. So the fact that they couldn't get it smoothly working there just means it's even less likely for them to implement such a feature.
