To keep them from being abused by users, I think having them as a Point Store exclusive is far better.
Add more moderation to the list of growing moderation things for support to deal with or have them on the Points Store where they are moderated before they go up on the store?
It's understandable that Valve would try and keep tighter control about it, thusly not changing things.
Now, do you own the rights to the image in question? Your avatar looks like a screen grab from an anime.

100,000 points for each one you want to add which will get a human to actually verify its ok, and if you try adding one that breaks the rules you lose all the points you have, you lose the points you used and you will no longer be able to have a custom avatar ever again.
If it get rejected because its too close to the line, then you do not get the 100,000 points back but you can try again when you get the next 100,000 points together.
Is that fair? Nope, but I'm ok with that, I hate the animated crap. Valve should also provide a way to turn off animated everything so that no matter where you are on Steam, you do not see the animation and if you are not logged in you don't see the animations.
Have I mentioned I hate the animations and want them gone from steam? :)

Yes they are and they still can't keep up, so why not add even more to do....
Like others have mentioned, there is too much potential for free use of .gif animation files on the platform. Too much potential for abuse. Without going into details, major cybersecurity issues arise if they allowed anyone to have whatever animations they wanted on here.
I dont mind my eye of god image being non animated, when I have a beautiful animated galaxy cluster I purchased from the store when you mouse over my avatar.
Keep in mind, this is not Joe Shmoes webserver leasing.
This is a secure platform that they are convienently allowing us forums, groups, guilds / clans, to have communications tools built right into the platform.
