Why now steam market need phone confirmation for item 1.1 usd dollar or below?

Hi Sir/Madam. why now steam market need phone confirmation before place a item to sell in steam market? It is so disturbing and give us trouble, many people complain about this! Previously is no need phone confirmation if the selling price is below 1.1 dollar

yes is this, but steam market already change it to u need to do phone confirmation , is so disturbing. Last time u no need to do phone confirmation for item price below 1.1 usd dollar but now u need to do.

I can still clearly list items under $1 without confirmations because I have not hit the daily limit today.
