Peak hours differ for each region, however I doubt Steam would wanna pay the extra $$$ to hire a night crew and pay overtime for the schedule change.

You work on all that is needed to be updated during the day until you push the update a couple hours before you go home.

Keep in mind that maintenance is ~3PM PDT.
