Resetting achievements can be done, BUT it has to be set up by the game developer. Resetting them just on Steam itself would not reset the triggers in the game and only the developers of the game can do that.
So if you want to be able to reset your achievements, go ask the developers of the games, in the games discussion area, to put that ability into the options of the game.
I think there are some that do it now, but I don't know what they are, I just don't care about achievements at all to bother doing any research into them.
If the game you want to do this for is no longer updated, chances are pretty much zero that you will ever get that ability in that game. If the game is still being updated.... there is at least a slim chance you can convince the developer to put something into the game to reset them, but I still think its pretty much close to zero that its going to happen.
And no, Valve is not going to ask for you.
