it would be classified under legal violation. Keep in mind however tags are USER DEFINED, not assigned by devs, fake reviews are often from users trying to troll for points, and a high price with a big discount isn't a scam or illegal.
So most games aren't going to be illegal, stuff like having a high price and often putting things on sale isn't illegal.

True, I guess in these cases there isn't any way for a user to know who assigned the tag, but then again mistagging is a far cry from a scam. I mean there isn't any harm in reporting it, but I wouldn't expect to see any visible action taken
