You use this code to confirm any item you put on the market and a cool down won't appear.
That seems pretty easy to me and I have used it.
There is a SMS protection system which sends a SMS to your phone if you login on a new device. Then you just need to type in this SMS code into Steam to login.
Or is this too difficult?
If your phone doesn't work properly you're using severely outdated hardware. The app works on my 4+ year old Sony Xperia. If you can get Steam to work you should be able to type something in.
SMS verification is right now only for login protection. I don't think the company dealing with the SMS verification would be to fond of sending out a SMS code for every single item being sold on Steam.
The reason email verification isn't on the list is because when your PC get compromised your email is bound to get hijacked as well. Giving the hijacker the tools to empty your account.
Valve won't split up the apps as they like to keep them together.
what about your phone being stolen by someone (that can also be anybody), and if he gets infected and you are not aware of it, you lose a lot of personnal informations,i still think giving a 15 days cooldown is way too much for just selling for exemple a few cards to get market weapon or that last steam card you need.
What if there's a steam sale and you don't have a phone ? you wont be able to sell some of your stuff to get a game you really want at a certain price. and by the way i'm pretty sure even with that mobile application update, there would still be people being hijacked.
Edit : Sorry but this is my opinion and probably some of the others on steam.
