I think Ys Origin and Felghana are the 2 best ones on Steam. Origin even has the benefit of multiple playstyles with different characters while every other Ys game on Steam is only Adol. Napishtim is 3rd best to me, with ys I & II also being decent but not as good. It doesn't really matter too much what order you play them outside of I must be played before II, and people recommend playing I & II before Origin(but Origin first works fine too). Origin even has a free demo to try out, but I have no idea how far you can go during it. Chronologically it goes Origin, I & II, Felghana, IV, V, VI, Seven(but IV, V, and Seven aren't on Steam).
Just a warning that the bump system in I & II is very much a love or hate thing. Ark of Napishtim and Origin/Felghana that are based on the Napishtim system are quite different.
Obviously with only $20-$30 you'd only be able to pick up 1-2 of these at the moment or 1 of these and Gurumin which is also similar(Gurumin is just action having no character levels opting for upgrading gear and HP ups after bosses instead)
