Being able download games from the phone version of steam to pc.
First off, I'm not sure if this is too difficult to make this happen or how this will work but my suggestion is making the steam app more handy, by making the phone more similar to the computer version of steam such as downloads. Starting,resuming,pausing, and cancelling a download/update on the phone version on steam is an idea.
I think doing this will be easier since I don't have a fast internet.
So overall, my suggestion is being able to download games and updates from the phone version and start the download on the pc (syncing).

Example: so if I was at work and wanted to check my steam (phone) for updates or purchase a game online, I'd go on their app and start downloading any games or updates, and that will start the downloading on the computer (from home).

You can start the download from the phone, it remotely downloads to the PC.

You need to go to the [Library] -section on your phone while your PC is logged into your Steam -account simultaneously.

You can do this on your web-browser too, if you're on this page:
