It already takes Valve admins a while to get around to removing avatars that break the rules now, add on top of that the extra length of time it would take to verify that an animated one is breaking the rules.
Then there is the extra bandwidth that it would require that many do not want to have to deal with.
Then there is the issue with games that use the avatar in game which could break the game because they were designed around jpgs and not animated stuff and could break the game and if the devs are not around any more to fix the game that could keep people out of the game and no Valve can't fix that for them.
They are just also plain annoying.
If they ever put them in for what ever reason, they need to include a static image thats used and only when you press a play button do they get downloaded and start moving, but that won't make everyone that wants animated avatars happy and they will complain. So I hope they never do it.
And then there people who have photosensitive epilepsy, and we already know people will use avatars that try to trigger that.
Lots of issues, zero benefits.
Well I also hope not on that either. But as long as they are off by default so that we don't have to see them or waste bandwidth downloading them people can waste money on them.
And no doubt people will start spamming to have their own custom profiles uploaded.
