Allow multiple owners / editors to steam collections

Many communities have multiple owners or administrators that could use access to editing the collection when others are busy or otherwise missing. This feature could allow for better sharing and editing upkeep to make sure Gmod communities are the most up-to-date on their content in the case that the original owner is gone.

Mods belong to their creators.
If the creator is gone and has not given permission, then nothing can be done.

This is specifically referencing collections that mods are in, not the actual mods themselves.

Think about mod presets for Arma or Squad, which is a collection of multiple mods, This post references the the collections for mods to be added and removed but I see where I may have miscommunicated
