It is not like Google or Apple Cloud that lets you upload anything.
Yeah, this is a really valid point, but couldn't you implement some kind of content moderation system? Technically the Steam Workshop already acts like some kind of general storage and that's perfectly fine in most cases, so I don't think it would be too hard to do something similar.
The more I think about it, the more this analogy works.
How the Workshop works, is users will upload mods or custom files (usually in .zip format) and after going through automatic moderation, users will be able to see and "subscribe" to the item.
Subscribing means that the latest version of that file will be automatically downloaded to all devices that use the same Steam account.
How it would work, is each user could have a personal "workshop" where you can upload files and "subscribe" to them to sync them across devices.
