Steam's default behavior is going to have them scheduled. That came out of the pandemic lockdowns to ease bandwidth across the networks. It was also a common complaint for many before that who struggled with updates being downloaded and installed immediately upon start up.
Im not saying your idea is bad, just giving you an option that you can perform now in the meantime in case you don't see your suggestion being implemented. It's been asked many times in the past and we've not seen it.
So instead of struggling, take the initiative to make it easier for you by changing the update settings. You'll be there manually starting the updates anyway. Save yourself future clicks and just change them to High Priority when you find them.
Its removed functionality and unlikely to return.
