They will never allow any variation of piracy for the games on Steam. They do not own them and legally cannot.
It looks like it will probably happen like the app. Once the update hits, the Windows 7 client will still work but over time it will lose functionality and eventually no longer work.
i rather just download the game from steam and switch over to windows 7, no need for buying a whole equipment for such a simple transition. Hency why i'm saying the launcher could have an option built in called "Prep for OS change" , this new feature would come in handy years in the future too and would be seen as a popular steam only feature

If you want to play games without the need for the client, then I suggest you look up a list of DRM free games on Steam using google and buy and download them before the switch over happens. There are lots of them and you might already have some without knowing it.
Or move to using GOG because their whole thing is DRM free games.
And you don't get to control who can and can't post in your threads. If you report people for harassment just because they are saying something that doesn't agree with you, that can and will get you banned, so I advise not doing that.
It would be popular to share games since it would remove the verification method.
As you stated, you want it to function like pirated games.
no actually gog does allow installations of their previous launchers which works with current browser and stuff and getting rewards too, their policy is neither allow or disallow compatibility as windows 7 was never supported in the first place. Also i bought certain games on steam so i rather not buy them again, not gonna waste money like this unless you are saying go ahead and pirate. My second point however is honestly a new feature candidate, would come in handy for whenever future OS would no longer be supported and stuff

They won't.
They didn't about the mobile app and there was probably the same amount of "outrage" over that update.
Windows 98, XP, 2000..... nothing was ever done for them. Nothing will be done for 7 or 8.
Oh and this is coming from someone who hates windows 10, I would much rather still be on XP, but have been forced to update over the years because of hardware and software limits.
Someday your hardware is going to die or not be supported by the OS, so you will be forced to update. Windows 12 is coming soon (so much for windows 10 will be the last version of windows) and its going to have a bunch of AI crap in it from what I hear... not something I want in my OS. But eventually if I want to keep using newer software, I will be forced to update to a newer OS. I will keep using a very heavily modified and beaten down windows 10 which takes me months to get working most of the way I like it, for as long as I can, but eventually and update will have to happen.
And at the point Steam drops support for windows 10... there will no doubt be a bunch of people of the less then 1% that still use it that scream about it, but just like whats happening with windows 7, Steam will drop support and move on.
Would it be possible to use the same steam library from both windows versions, depending on which one you boot?

It should. I have most of my games on a drive that is separate from my OS.
So, in theory, you should be able to have a dual boot system that each used a separate drive as a library.
Na, the problem is of course not to have the games on a different partition than the OS, I hope most people do that.
The problem would be that Windows 7 and Windows 10 perhaps use different Steam versions which use different file version with files with the same name.
So, before you try it, you will not know. But I'd just like to know.

Another user on the forum essentially does what you're talking about but using a NAS instead.
The versions of Steam do not change the game version.
It's also a security update that causes Win7 to not being able to handle Steam. So letting scammers switch to a beta version to bypass this security would be rather silly.
i don't agree with that but i guess that's up to valve, one day windows 10 is also not going to be supported by chromium based software so rather something be done now rather then never
