Valve used to sell on Amazon but hasn't in ages. All you get now are 3rd party sellers jacking up the prices.

Steam cards are managed by a 3rd party that manages how the physical cards are distributed online. I'm going to guess steam doesn't want to sell on Amazon because amazon is a terrible place to sell stuff and if you're buying on amazon then you can functionally just buy it on steam directly anyway. So why create more friction

In SEA there are more partner companies that do online steam card sales due to the fact that these countries have traditionally not been credit card based , and thus the partner companies are better suited to deal with the issue in those local economies with regards to access and distribution

For example Japan, despite you know making an actual 1/1 scale moving Gundam, a large majority of people don't use credit cards at all. Mostly because getting one is like being punched in the face but the fist is the power of paperwork and bureaucracy. So Japan has no less than a DOZEN cash based payment systems. And that's just the train system! So basically in Japan the way some purchases worked was you would basically 'buy' the game on steam but instead of a game you'd get a QR code, which you would then take to the 7-11 and find a kiosk to put money into, scan your QR code which would then pay for your purchase.

Other areas in SEA where internet cafes are more prevalent, have other localized complexities with how users interact with onilne purchases
