To be fair, if merging required each account be provided the proof of ownership support usually asks for when trying to recover an account (usually very old receipts or other things near the start of the account) then it'd be really hard for a hijacker to do any sorts of merging with the stolen account.
BUT for the ones that do somehow manage it, ouch. Scary thought there.
Step 1) Hijack account
Step 2) attach a cd key to it
Step 3) contact support
Step 4) yep here is the most recent game I put on it
Step 5) merge accounts
Or just buy a $1 game, now you hav ea payment method, presto you have $1000 worth of games for $1
Hijackers have never needed to actually control your account permanently so this has never been a problem. I have previously theorized that an attacker could take over your account by giving you a 'free' cd-key and using it to then hijack your account.This wouldn't be hard, just make your phishing site give out a cd-key at the end. The user logs in with their steam account under the guise of getting the cd-key. The get it. seems ok. Until the hijacker contacts support to get your account.
Well, without trading them to someone then back again that is.
Stop gemming items that have restrictions on them and they will never be put into separate piles.
