There's ist no international standard for ID cards, they can vary by date or location of issue and reliable comparison databases for documents, stamps and security features are classified.
Technically it would be possible but you'd need a network of middlemen that verify the documents. Valve would be legally required to report every suspicious document to the local authorities and would have to partake in court as a witness. You highly underestimate the cost of this and the delta between the gain.
Steam ID's are banned as-is, many countries and even states within don't allow the collection of personal information especially to 3rd parties. You were made aware of this last time.
