The system works as it is suppose to work, it does not need improving. One User, One Account playing One Game while connected to the internet. That's how Steam was designed to be, the Family Share feature is just a feature and came along many many years after Steams release because people wanted it. However, you must still stick to One Game played by One User from One Account, this will NOT change.
If you wish to know how to spoof IP addresses, or PC hardware I suggest a Google search and educate yourself. There's plenty of information out there and has been since the 90's that I know of. Your suggestions would not work because people could work around them and have done for years, which is why Steam will not change their stance nor have they done for the last 20 years even though people like you have commented so vigorously that your ideas will work since day one of Steam.
Again one last time because you missed it yet again... There are NO FAMILY ACCOUNTS!!! Only Single User Accounts...

Know why you can't answer that? Its because it doesn't exist. There isn't some magical config that stores your ip address. If it did exist there would be no use for services like VPNs or the tor network as you could just "spoof your ip". But its not that easy.
And Because You Keep Bringing It Up! I'm not asking for family accounts. Nobody is asking for family accounts so I don't know why you keep bring it up. Slow down. And comprehend what we are asking for.
This is a legit concern as it is hard to argue these points to stock holders.
But at the end of the day they will still always be free to disable family sharing on their games if they feel skeptical about the new system and all the previously abused copies that people don't actually own would break regardless of them opting in or out making a flood of people be forced to actually buy the game they are playing or loose access because they should have never had access in the first place... I think this is a win for everyone.

What stock holders? Valve is a privately owned company there are no stock holders.

We never said anything about valve stock holders. We were referring to the stock holders of the developers. Slow down. Read. Comprehend.
And yes if you seem to have some mysterious knowledge on how ip addresses ( assigned to you by your ISP ) can be spoofed without using a VPN or tor. then yes you need to explain your claims as it is not common knowledge. Without explanation your entire comment is completely meaningless. But hey thanks for the bump!
We can "share" our libaries with our friends and they are not our family. So the "family" part is misleading.
We cannot actually share our libraries, we just let them play whatever we have while we work or sleep.. so the second part, the "share" is also misleading...
I am raising some potential steam clients, but they do not have jobs yet because they are kids. This is a good chance to get them early, but Valve seems to prefer the instant cash.
You are sharing your library with other accounts. The only other way to do so is give those users access to your account.
Again as its been said repeatedly it requires the developers to agree to it. The only way they could get that agreement was with the restrictions to limit improper use. The entire point is to let people access your games without giving them access to your account. So its only misleading if you refuse to actually read anything on it such as the entire page they have devoted to how it works

But it is misleading, If i were to "family share" a pizza I would envision a family sitting around a table and sharing a pizza, If i were to "family share" a car, I would envision a family member driving the family car ( as apposed to taking the entire collection of keys to all of the families cars ) And last but not least when you say "family share" a game I envision a transfer of a single copy of media NOT an entire box of media, What we have right now is "Library Lending" and should be labeled as such given we do not have "Family Sharing". It is 100% misleading Just as the Button labeled "PURCHASE" is misleading as the word "Purchase" as far as i can tell does not exists in the user agreement.

No, the question is why when a family member is driving the mini van are they also taking away the ability for another family member to drive the jeep?.
Then change the name to "Library lending" as it is indeed not "Family Sharing".
Besides, If its "single use" then why are you allowed to share it at all period?
You can only share it if the developer allows it. They allow it know the terms of how it's used.
Then let them "Family share" it as the label would suggest.
