Online Games do not track who the cheater is on a master cheater list all games can look at.

OPTIONAL Registering would stop all cheaters. Stop Smurfs, and Give New Players real help.

All Online Games could OFFER a REGISTERED area of play.
You REGISTER AND THEN CHEAT. YOU no longer have access to Registered Online Area for ALL games that SHARE the REGISTERED CHEATER LIST!

IF TRURSTED, and PRIME are ENOUGH for YOU. So Be It. But not for me.

Always OPTIONAL. Never Required. But for the benefits of it. You might want to.

how does steam verify the person registering is using their real information?
some accounts being used to cheat are stolen or compromised accounts. how does your idea handle this issue
some countries have laws that restrict what information you can ask for. how does your idea address this issue

You know most cheaters just have throw-away accounts or have hijacked accounts, right?

Typically they use it to cheat for one specific game, so, their ID is already banned by that game. Smurfing is also punishable depending on the game, and some games have been banning people for trying to smurf.

Most countries don't allow this. There is also the COPPA laws that Microsoft was fined for.

LAWS are not OPTIONAL, you either follow them or get dragged into court and pay fines.

if the law says you cant ask for A, then you simply cannot ask for A.

if you want your idea to be possible, take it up with the various governments and lawmakers. until they pass laws that allow you to ask for A, your idea is not happening

Then don't play multiplayer games.

I refuse to have corporations get my ID and thankfully the laws agree with me on that.

In South-Korea cheating is against the law and even there cheating remains a problem.
