Someone else breaking the rules is not an excuse for you to break the rules. That's like saying why do I have to pay for my groceries because I saw someone else steal groceries....
If you wish to post on steam forums then yes, you have to be polite and respectful. Game hubs and games can have rules that allow that type of behaviour if they wish.
Fair enough on it being not automated. The fact that it's so easy to remove a differing opinion based off of "disrespect" because your feelings got hurt is the absurdity then. It's no wonder there's so many mediocre products when damn near every discussion board on a game removes a post the second it's critical and not jerking off the target of the post in some way.

Even RUST has rules, and people are most definitely banned from their game servers or the game itself for unacceptable or repeated bad behavior. Community Servers, it's up to whoever runs that server, but content in the game made by a player (painting on a sign, text entries) can still be submitted to the Developer and earn game bans, as an example.
The forums have its own set of rules, which applies across steam broadly. Best to read and follow them, else not use the functions.
There's having a discussion, then there's angrily demanding of others.
One is a conversation, the other is not.
The rules are listed on the right pane of the forums on almost every page. There can be community wide bans which disables the ability to do basically anything other than play games on steam and use of the chat, which is a privilege that can also be revoked.

2. Report
3. Block if needed
4. Move on with your life.
