Valve is not going to force game devs to support an OS they don't want to support.
This would tell Activision to leave Steam AGAIN and no longer sell Call of Duty here again.
If more people use proton, Developers are more likely to consider making it for linux. Though that is their product, and therefore, their personal choice. Trying to force people to do things other than follow laws & rules tends to go poorly.
Also, most people use Windows due to ease and because it has plenty of gaming support. People usually don't use other OS's due to the lack of gaming support, being proprietary & locked down, or typically not compatible.
As uis Valve found the best middle ground with Proton.
Gabe has openly said he is against restricting developers to a certain OS or anything of the like.
Forcing developers to make a Linux port directly goes against that idea. Valve will only greatly encourage developers to do so.
Even Valve dropped MAC support for CS2.

Forcing things onto people isn't freedom.
So how is forcing developers to make a game for an OS they probably aren't familiar with fighting for freedom?
Wouldn't freedom be allowing them to choose the OS they want to make a game for?
