Steam nor Valve doesn't gift accounts, either, by the way.
That's an excellent idea, Valve could make some money from it because certain people really can't live without this lol. Make it a monthly subscription.

Well this would certainly be one positive.
19.95 a month for a low subcription, forum posting, and a few limited monthly steam games. like 4 - 5 dollar games
higher tier 39.95 would give 1 or 2 choice priced games a month
example is 2 - 19.95 games or 1 - 39.95 dollar game
plus use the forum and get the same free monthly limited steam games for free as the 19.95 tier
bonus is if you get the 39.95 a month you get better game choices to keep plus the same thing as the 19.95 on top of it.
this is my thoughts on how you could potentially create a paid for forum, hope this helps.
try to stay on topic which is how to create a friendly pay zone for forum use. i like this cause it gets people spending every month, it gets them games, some free if they get the higher tier and the steam over casual forum people might agree on it.
win win for everyone really. so long as they want to hand steam some money every month.

Alternatively. the $5 nets you a certain number of strikes. again lets say 3, for the year. After you burn through them, you can either wiat until the next year, or plunk in another $5.
The beauty of this is that it will not affect 80% of the forum users.
